Пресс-релиз Коалиции Чистая Балтика (CCB)
в связи с Конференцией НПО Балтийская Повестка 21 и встречей премьер-министров Балтийских стран в Риге 22-23 января 1998 года.
Неправительственные организации призывают премьер-министров уделять большее внимание и придавать большее значение долгосрочному экологическому устойчивому развитию Балтийского региона.
Экологическая безопасность региона Балтийского моря.
Необходимо придать большее значение, чем это есть сегодня, экологическому сотрудничеству для действительно устойчивого развития региона Балтийского моря. В своих дискуссиях премьер министрам следует уделять большее внимание вопросам экологической безопасности и устойчивого развития во всех секторах общества.
Премьер-министрам следует договориться об обязательствах, которые обеспечат безопасность и усилят все секторы общества, чтобы сделать приоритетными действия в направлении экологического долгосрочного устойчивого развития в регионе Балтийского моря.
Неправительственные организации приветствуют инициативу развивать Повестку 21 для региона Балтийского моря, принятую на встрече премьер-министров в Висби в мае 1996 года. Но мы также призываем к переговорам на уровне министров для выработки совместных действий для устойчивого региона Балтийского моря в процессе Балтийской Повестки 21.Премьер-министры должны признать тот факт, что многие министерства различных секторов экономики, сегодня вовлеченные в процесс Балтийской Повестки 21, не воспринимают серьезно эту деятельность, и не имеют планов развития и действий для долгосрочной устойчивости как высоко приоритета.
Премьер-министрам необходимо решить эту проблему для успешной деятельности в создании действительно устойчивого Балтийского региона. Для того, чтобы претворить в жизнь их решение, принятое в Висби, в заявлении премьер -министров на встрече в Риге должно содержаться обязательство о существенной поддержке важности процесса Балтийская Повестка 21 как действительно совместного сотрудничества по достижению устойчивого развития.Премьер-министрам следует возглавить этот процесс и обеспечить интеграцию экологических интересов в разных секторах. Устойчивость должна стать ведущим принципом для развития в Балтийском регионе. Премьер-министрам следует придать большой вес устойчивому развитию, и заставить другие сектора и ответственных министров (помимо экологического сектора) принять участие в переговорах по концепции устойчивого развития в Балтийском регионе.
Для усиления Повестки 21 для региона Балтийского моря, премьер-министры могут
- уполномочить Министров Окружающей Среды обсудить концепцию устойчивого развития со всеми отраслями экономики и соответствующими министрами
- дать четкие указания всем секторам общества и соответствующим министрам сделать деятельность по долгосрочному устойчивому развитию высокоприоритетной.
Такие решения премьер-министров дадут Министрам Окружающей Среды Балтийских стран хорошую возможность организовать успешные встречи и переговоры с министрами сельского хозяйства, транспорта, энергетики, рыбного хозяйства и т.д. по устойчивому развитию, и заставить все отрасли экономики принять на себя обязательства по устойчивости.
Если мы хотим действительно устойчивого развития, это потребует существенно нового мышления. Просто более "зеленая" версия обычного бизнеса не может быть принята: требуется новая этика, новый образ жизни, новые отношения и подходы. В свою очередь, это потребует не только политического мужества, но также широкого партнерства и беспрецедентного участия общественности.
Особое внимание должно быть уделено важности эффективного влияния на шкалу ценностей, образ жизни и поведения. Необходимо повлиять на преобладающие схемы производства и потребления продуктов населением РБМ (региона Балтийского моря), чтобы создать необходимые движущие силы к устойчивости и способствовать им.

в связи с Конференцией НПО Балтийская Повестка 21 и встречей премьер-министров Балтийских стран в Риге 22-23 января 1998 года.НПО призывают к установке отходоприемного оборудования во всех портах региона Балтийского моря.Одной из важных проблем для региона Балтийского моря, в числе прочих, рассмотренная на саммите в Висби, является высокая угроза окружающей среде от перегузки и транспорта нефти. Здесь очень важно выполнение Балтийской Стратегии по отходо-приемному оборудованию в портах (включая бесплатность и обязательность разгрузки судовых отходов в портах), причем она должна быть выполнена во ВСЕХ (всех) гаванях, включая малые, потому что суда не могут разгружать свои нефтяные отходы, например, из машинного отделения, в порту приписки, что приводит к нефтяному загрязнению Балтийского моря.Другой связанной с нефтью проблемой является значительный опасность для окружающей среды Балтийского моря от неблагоприятного расположения новых или расширяемых нефтяных терминалов. Премьер-министрам необходимо обсудить, как развивать процесс кооперации, чтобы избежать появления весьма неблагоприятно расположенных нефтяных терминалов, которые могут оказать отрицательное воздействие на очень ценные морские и прибрежные области, а также угрожать биологическому разнообразию в Балтийском море.

1000 multinationals will soon meet - action
Dear friends,
The 1.000 most important multinacionals of the world will meet in Davos, Switzerland, from the 29th of this month to the 3rd of February, to take major political decisions that will influence everyone's lives. If you do not like this way of setting the "Priorities for the 21st century" (as they call their meeting) please do one or more of these proposed actions:1. Sign the declaration attached to this letter and propose other organisations (trade unions, farmers' organisations, environmental, women's and solidarity organisations, church-related groups, etc.) and individuals to sign it and collect more endorsements. Every person is welcomed to sign - the more signatures, the better. However, in order to have more impact in mass media, we especially encourage you to contact well known persons, like intellectuals, writers, professors, singers, football players, actors... The declaration will be used all over the world as press release.
2. If you collect some signatures, please type the reply forms and email them to playfair(asta.rwth-aachen.de by the 28th of January. We will compile all the signatures and email the complete list to thousands of people and organisations all over the world. Please take into account that we cannot type ourselves thousands of names in one day; this is the reason why we ask you to send the names by email. If you do not have access to email, please fax your list before the 27th of January.
3. Once you receive from us the whole list of signatories, please send it along with the declaration to the local and national media (press, television, radio).
4. Please organise a local action between the 29th of January and the 3rd of February and send your own press release along with the declaration, announcing your action and inviting the press. If you do this, you will multiply the chances of the media publishing something, since journalists tend to report about photogenic stories much more than about declarations. Any kind of action that is visual and can be photographed is good, the range is very broad and you do not need many people to catch media attention. Just to give some examples in increasing order of difficulty, you can stand in front of a symbolic building with some banners (the office of any multinational of your choice, the parliament, the chamber of commerce, the city hall, etc.), or perform street theater (like a symbolic bury of the parliament by the multinationals, or two dinner tables, one full of luxuries and with nicely dressed people around it, and the other with some rubbish and very poor people), or organise an event (a public lecture, a panel discussion, etc) or do a direct action (block the entrance of the stock exchange or squat it, occupy the office of a multinational, etc). Please inform us if you are going to do something (unless you do not want to make it publicly known beforehand), since we want to send the list of planned actions along with the list of signatures on the 29th, so that you can use it too for the media work.

Declaration against the Globalisers of MiseryThroughout this week (29th January-3rd February) the World Economic Forum, the club of the foremost 1000 Transnational Corporations, is holding its Annual Meeting in Davos, Switzerland. During this period, hundreds of actions are taking place in many different parts of the world to denounce this event (1).
Worldwide opposition to the World Economic Forum meeting in Davos
This meeting is, in the World Economic Forum own words, "the world's global business summit" (2), where "each year, major initiatives are launched...which go far beyond the pure business realm". At the Annual Meeting, "1000 top business leaders , 250 political leaders, 250 foremost academic experts in every domain, and some 250 media leaders come together to shape the global agenda." As they boast, "the World Economic Forum has played a leading role in the economic globalisation process... at the beginning of the eighties it played a major role in launching the Uruguay trade negotiations. The foundation has made a contribution to the process and negotiation of financial services liberalisation."
We oppose the accelerating centralisation of political and economic power caused by globalisation, and its gradual shift to unaccountable and undemocratic institutions, such as the World Trade Organisation (WTO). We denounce the role of "informal" business groups (such as the World Economic Forum) in this process, which only benefits multinational business elites, while increasing numbers of people are going hungry, unable to afford basic health care and education, and forced to cope with environmental= destruction.

We, residents of the Baltic-Scandinavian region, members of non-government organizations, appeal to you for your support in order to save a habitat which is preserved by the Ramsar Convention.
This habitat encompasses three territories of the Russian Federation.
The reserves "Lebiazhii" ("Swans") and "Kurgal'skii Peninsula" are located on the southern shore of the Gulf of Finland 50 and 100 kilometers respectively to the west and of St.-Petersburg's center. The third reserve, "Berezovye Islands", is located on the northern shore of the Gulf of Finland near the city of Vyborg, Leningrad Oblast (addendum 1).
The government of Russia has taken responsibility for the preservation of these territories in regard to the Ramsar Convention (addendum 2).
The territories were given this status as they are the on the path of migrating birds. Moreover, many other birds, including rare species, are found in these territories (addendum 3). At the present time we have serious apprehensions that the responsibilities of Russia toward the Convention will not be met in future.
The administration of Leningrad Oblast has initiated projects for the construction of large-scale ports which either are planned directly on the preserved territory "Lebiazhie" or are planned in such a way that the construction of the ports will directly affect the territories, as in the case of "Berezovye Islands" and "Kurgal'skii Peninsula".
The initiative for the creation of these port complexes, unfortunately, has already found the support of the federal structures of power.
In our view, the construction and use (with inevitable accidents!) of the port complexes may lead to the destruction of all three of these unique natural locations.
Moreover, these are not only the last "islands of wilderness", but also resources which enrich and ensure the biodiversity of northwest Russia and the entire Baltic-Scandinavian region.
The territories ensure the regeneration of our habitat.
All three territories are located in special zones to which access is restricted to the public. They are designated as "border" zones with Estonia and Finland. As a result, neither Russian society nor the public of other Western European countries are able to receive open and objective information on the real value of these reserves. For example, there was no visible public reaction to decisions on the ports take by the Russian government this year.We, residents of the Baltic-Scandinavian region, do not agree with the destruction of these unique natural locations, no matter what words are used to attempt as justification in the name of economic gains. A sustainable and balanced development in northwest Russia cannot be created in exchange for the destruction of our habitat.
While pursuing our attempts to influence the decisions of the Russian government, we appeal to you, our respected colleagues and members of the Ramsar Convention, to receive your support in our efforts.
We ask you to apply all of your personal influence and international authority to influence the Russian government in its unconditional adherence to the conditions of the Convention.
We INSIST on the halt of the construction of ports and the organization of an international expertise committee according to the accepted conditions of the Convention. We believe it is necessary to include the public in the work of that commission.
We CONSIDER that on an international level other solutions for transportation through the region can be found without the construction of new ports on reserve territory. We ARE READY to aid with the organization of a public hearing on this problem within the guidelines of existing mechanisms.With hope for your support, we send you our best wishes from the coast of the Baltic Sea:

Description of the nature reserve. Abstracts from the Leningrad region hunting rules (Elaborated in accordance with the regular hunting rules in RSFSR Approved by the order of the Main Department of Hunting and Nature Reserves under the Council of Ministers of RSFSR January 4, 1988 (#1)), adopted by the Decision of the Leningrad Regional Committee August 22, 1988 (#337), Leningrad, 1988, page 23.
The borders of the rfrteserve "Lebiazhii" ("Swans") in the Lomonosov district of Leningrad Oblast are located:
- to the North: by the shore of the Gulf of Finland with a two- kilometer sea limit from the mouth of the Kovashi River to the village Bol'shaya Izhora.
- to the West: from the River Kovashi to Primorsk Highway;
- to the East: the village Bol'shaia Izhora;
- to the South: along the Sosnovy Bor Ц St-Petersburg highway from the River Kovashi to the village Bol'shaia Izhora;
The area of the reserve is 7.000 hectares.The borders of the reserve "Kurgal'skii Peninsula in the Kingisepp district of Leningrad Oblast are:
- to the Northwest: the shore of the Gulf of Finland with a three- kilometer sea limit from the mouth of the Narov River to the mouth of the Luga River.
- to the East: from the Luga River to the mouth of the Rosson' River
- to the South: along the Rosson' River from the Luga River to the Narov River and further along the Narov River to its mouth.Complex reserve "Vyborgsky" (Berezovye Islands), founded in order to preserve unique selvic landscape with tundra and southern plants. Protection of "lower" and "upper" swamps, meadow associations.
Protections of rare water and marshland birds. Spawning places of fish in shallow bays.
The area of the reserve is 17.495 hectares plus aquatory.

ACT OF THE GOVERNMENT OF THE RUSSIAN FEDERATION, of the 13th of September, 1994, No. 1050, Moscow
With the goal of guaranteeing the responsibilities of the Russian side, as set out by the Convention on Water and March Lands of International Significance, and in particular concerning the habitat of waterfowl, of 2 February 1971, the Russian Federation decrees:
1. To give responsibility to the Ministry of Environmental Protection and Natural Resources of the Russian Federation for the realization of the Russian side of the Convention on Water and March Lands of International Significance, and in particular concerning the habitat of waterfowl, of 2 February 1971.

Сегодня Кампания "Жизнь без табака" Ассоциации зеленых Карелии и Карельского республиканского совета ВООП распространила по электронной почте текст Обращения к средствам массовой информации Республики Карелия с призывом соблюдать Закон Республики Карелия "Об административных правонарушениях" и отказаться от распространения рекламы алкогольных и табачных изделий. К обращению приложен текст статьи 53 Закона РК "Об административных правонарушениях".

Дорогие друзья!
В 1997-м году потребление алкоголя в России, особенно среди молодежи, снизилось. За этот же время средняя продолжительность жизни выросла на полгода ("Радио России", 2 января 1998 г.). Между тем, в Республике Карелия количество пьющих в последние годы не убывает, а удельный вес умерших в трудоспособном возрасте от алкогольных отравлений продолжает оставаться чрезвычайно высоким.
С другой стороны, социологические исследования показывают, что в Республике Карелия высок процент курящих. Почти половина мужчин - граждан Карелии подвержены этому сомнительному удовольствию. Научные данные подтверждают присутствие в табачном дыме более четырех тысяч вредных химических соединений, в том числе сорок три из них - канцерогенного свойства.
В связи с этим в нашей республике по требованию медиков и экологических общественных организаций в средствах массовой информации запрещено распространение рекламы алкогольных напитков и табачных изделий. Это деяние является административным нарушением и влечет за собой наложение штрафа.Мы благодарим всех редакторов СМИ, уже отказавшихся от ненадлежащей рекламы (статья 2 Федерального закона "О рекламе"), и призываем тех, кто этого еще не сделал, привести свою деятельность в соответствие с действующим законодательством.
Мы просим уважаемые средства массовой информации опубликовать данное обращение на страницах своего печатного органа.Приложение.

Обращение непосредственно к несовершеннолетним, обращение внимания на связь между потреблением алкогольных напитков, табачных изделий и улучшением физического и психического самочувствия, достижения общественных и (или) личных успехов, дача негативной оценки воздержанию или умеренному потреблению алкогольных напитков, табачных изделий, подчеркивание повышенной степени содержания алкоголя в напитке в качестве достоинства, демонстрация потребления табачных изделий, алкогольных напитков, а также атрибутов их потребления при распространении рекламы не в средствах массовой информации (иными способами) -
влечет наложение штрафа в размере от 10 до 100-кратного установленного минимального размера оплаты труда с конфискацией средств, полученных за производство и распространение подобной рекламы.
Размещение рекламы алкогольных напитков и табачных изделий в детских, учебных, медицинских, культурных, спортивных организациях и оздоровительных учреждениях -
влечет наложение штрафа в размере от 10 до 50-кратного установленного минимального размера оплаты труда с конфискацией средств, полученных за размещение рекламы, а также рекламных щитов и других носителей рекламы.Подготовил:
